The Carthage City Council on April 22 approved an emergency ordinance accepting two parcels of land donated by RSM Development, authorized a series of park and street closures for summer events, declared an aging police command vehicle surplus and approved a $9,500 budget reallocation for the fire department.
The council voted to adopt council bill 25-22, an emergency ordinance authorizing the mayor to accept the donation of two parcels in the Sunrise Meadows subdivision from RSM Development so the property can be recorded in the city’s name. Mayor Flanagan introduced background information explaining the parcels include a storm-water basin and a small triangular parcel that were meant to be dedicated to the public at the time the subdivision plats were accepted. The council then voted; the ordinance “stands approved,” as recorded in the meeting.
Why it matters: accepting and recording the deed transfers maintenance and liability responsibility to the city and clears a long-standing title irregularity raised during council discussion.
The council also approved several temporary street and park closures and event permits requested by community organizations. Motions carried to: - Close streets at Kellogg Lake from 5 p.m. June 6 until the close of children’s Fishing Day on June 7. - Allow alcohol in Central Park for Vision Carthage’s June 28 evening soiree (7–10 p.m.) in a roped-off area. - Close Wendy Lane from Laura Street to Buena Vista on May 31, 4–9 p.m., for a neighborhood block party. - Close Seventh Street from Garrison to Lyon (and the Maple Street intersection) on April 30, 9–11:30 a.m., for the CW&EP Big Truck event. - Allow alcohol in a designated area of Central Park for Food Truck Friday events for the remainder of 2025. - Allow Central Park use for multiple community events: Schreiber Foods Park Day (June 7, 3–8 p.m.), Great American Day (May 13, 8 a.m.–2 p.m.) and the Carthage R-9 language programs cultural festival (May 2, 5:30–7 p.m.).
These event approvals were presented by staff and community organizers and carried by voice vote after brief discussion about public safety and policing presence.
On formal fiscal and property items, the council approved a reallocation of $9,500 from honor guard uniform funding to purchase a mower for the south fire station after Fire Chief Jason Martin said the honor guard interest had not matched the earlier request. The council also forwarded a donation acceptance resolution and approved it (Resolution 20-84) accepting $1,000 donated to the fire department.
The council adopted Resolution 20-85 declaring a 1990 International RV-style command bus (VIN ending 97961) surplus and authorized scrapping of the unit as described in the resolution.
Not decided: the council tabled Resolution 20-86, authorizing a broker agreement for the 2025–26 policy year, until the May 13 meeting so members could review contract documents that had not been available at the claims committee earlier in the evening.
