Warrensburg staff report preliminary first‑quarter financials; sewer fund to use fund balance for one‑time work

Jessica Venverlo, management analyst, presented the city’s fiscal year 2025 first‑quarter financial review at the Feb. 11 meeting, describing the report as preliminary but intended to flag any red flags early in the year.

Venverlo said the first quarter ended Dec. 31 and most general fund revenue sources were on track. She noted that the city receives the bulk of property tax receipts in the second quarter, with the largest payment in January. Sales tax collections were described as tracking strong for the period.

On the sewer fund, Venverlo said the recent sewer rate increases are reflected in the quarter’s figures but staff anticipate the need to use some fund balance to cover one‑time sewer work tied to the Bob Maguire project; that use was discussed during the capital improvement program process. “We will just move through a budget amendment later in the fiscal year to make sure that transfer line item is in there,” she said.

Venverlo also confirmed staff are still awaiting revenue bond proceeds for the wastewater treatment plant expansion and are anticipating those proceeds around April; staff said those proceeds will appear in the city’s quarterly reporting once received.

On parks, she said revenue looked good overall but that parks is addressing minimum wage increases for seasonal staff and is identifying strategic reductions to offset personnel costs. Venverlo said the city intends to publish quarterly reports on the city website to improve transparency.
