Representatives of Carthage Water, Electric & Power (CWEP) reported to the council on May 13 that the CWEP board adopted a three‑pronged business plan and approved several operational contracts intended to improve utility resiliency and prepare for a planned substation.
According to a board report, the business plan — developed with board members and a consultant identified as Annette Scudder of the Tennessee Valley Power Association (strategy/consulting) — focuses on business continuity, resource adequacy, and stakeholder relations and communications. The board intends to begin initial tasks in the first quarter of the next fiscal year.
Board members said the CWEP accepted a proposal to contract for waste‑sludge hauling services with Hill House Pumping and Verona, which will handle hauling and spreading operations for utility sludge. The board also accepted a proposal for the Feeder 20 build‑out project; feeder work is intended to dovetail existing Feeder 17 and to enable construction of a new substation on the northwest corner of CWEP property, the board reported. The board noted the feeder and substation work will require significant budget resources.
Council members present recommended interested councilors and staff review the business plan once it is posted publicly. The CWEP board representative said the plan and project proposals will be active on adoption and that the board will proceed with contracting and implementation steps consistent with the CWEP budget and project schedules.
