City awards 2025 hot‑mix overlay contract to All Pro Asphalt at $377,561, staff eyes additional streets

The Warrensburg City Council authorized an agreement with All Pro Asphalt and Maintenance LLC to perform the city's 2025 hot‑mix overlay street maintenance program after staff recommended the low bidder at the May meeting.
Public works staff said the department estimated a budget of about $614,000 for overlay work based on last year's per‑mile costs plus a contingency. The city received eight plan holders and five submitted bids; All Pro submitted the lowest bid at $377,561. Public works staff said the low bid leaves room to add additional streets at the same unit prices and listed streets included in the original scope and possible add‑ons.
Staff recommended awarding the contract to All Pro Asphalt and Maintenance LLC and noted references from other communities checked out. Council moved the ordinance for adoption and voted in favor (Osborne: yes; Latari: yes; Jones: yes; Euler: yes).
Phil Adlidge said All Pro will have bonding and paperwork completed and could begin work roughly within a few weeks of contract execution; staff estimated the contractor's portion of active paving would take about 15 days once mobilized. Streets named for the overlay included Pride Avenue, Fairview, Larkin, Grant, Thelma, Sunflower, Mallory, Warren, Cheatham, Fountain Hills, Edgewood, Park Place, and staff proposed adding Hawthorne and Jennings/Cheetham depending on final pricing and available funds.
The ordinance authorizes the city manager and city clerk to execute the contract and moves the project into implementation pending contractor mobilization and scheduling coordination.
