The Warrensburg City Council on April 14 authorized the city manager and city clerk to execute a contract with Richter Excavating and Plumbing LLC for the city’s 2025 curb and Americans with Disabilities Act (ADA) ramps project.
Jason McCarty, public works project manager, told council the curb and ADA ramps work had previously been bundled with mill‑and‑overlay projects but was separated this year to improve scheduling: concrete work needs time to cure before paving. He said the project stayed within the street maintenance program budget and drew local bidders — the city had six plan holders and two submitted bids, one of which was nonresponsive.
McCarty emphasized the contract covers only detectable warning surfaces and ADA ramps where they meet the street; it is not a sidewalk replacement program. He said a separate sidewalk project will be released later in the summer. Council members noted Warren Street was on the mill‑and‑overlay list and that the curb and ramp work should make the downtown approaches look cleaner before paving.
Council members voted unanimously to adopt the ordinance authorizing the contract. McCarty said the schedule should allow the contractor to work with prevailing weather and paving timelines.
The ordinance directs the city manager and clerk to execute the agreement with Richter Excavating and Plumbing LLC and authorizes staff to coordinate the ramp work with the broader street‑maintenance schedule.
