Council selects Prevention Consultants to run school prevention program with opioid settlement funds

The council reviewed responses to a request for proposals for use of local opioid‑settlement funds. City staff said Rolla has received about $13,000 so far with state projections of $20,000–$25,000 over the life of the settlements; the city solicited proposals for prevention and treatment programs and received a single proposal from Prevention Consultants.

Prevention Consultants proposed a co‑curricular drug‑free leadership development program and a peer‑led substance‑use prevention program for Rolla Schools for the 2025–26 school year at a cost of $8,380. Staff said the RFP allowed up to $30,000 over two years and that the proposer indicated readiness to accept a two‑year arrangement; councilors debated awarding one year with performance review or a two‑year award. Several council members urged a one‑year contract with performance measures and the option to renew; the motion to select Prevention Consultants and to proceed toward contracting passed (council agreed to advance a contract for award and negotiations would follow).

Staff said the city must report use of opioid settlement proceeds to the settlement administrator and that the proposed program would be a direct prevention intervention in the school district. Council directed staff to prepare an agreement with performance reporting and the usual subrecipient monitoring terms.
