Key approvals and motions
- Signals: Council adopted an ordinance authorizing the mayor to execute an agreement with Olson Inc. for professional services to improve traffic signals at Tenth and Holloway Streets. The contract amount stated by staff was $92,557.60.
- Asphalt: Council granted final reading to an ordinance entering an agreement with Pierce Asphalt LLC for Project 599 Phase Asphalt Phase 2. Staff reported a low bid from Pierce Asphalt of $411,524.50. One council member announced an abstention from the vote because Pierce might buy asphalt from the city; otherwise the measure passed.
- Stormwater (ARPA): Council approved an ordinance authorizing an agreement with VisuSewer of Missouri, LLC for ARPA-funded stormwater improvements affecting areas near Forum Plaza, Murray Lane, Oaktree and Winchester. The contract amount reported was $60,891.75.
- Animal shelter construction: Staff recommended and council approved awarding the Phase 2B masonry contract for the new animal shelter to Build Tech Construction (listed in packet as Bill Tech/Build Tech) for $165,000. Staff said the engineer’s estimate had been $160,000 and that, after this award, the shelter fundraising balance would be nearly depleted and several hundred thousand dollars of additional funding remain to finish the project.
- Airport use and events: Council approved a staff recommendation to allow the S&T Interfraternity Council to use the Rolla National Airport field for Greek Week games on two September dates; the proposal includes beer sales. Staff said the event has long operated at the site, will provide insurance, hire two Phelps County deputies for ID checks, and operate shuttle buses.
- Vehicle purchase (Fire Department): Council approved the purchase of a 2025 Ford F-350 as a primary mover vehicle for regional response teams. The federal grant award was $42,272; the total vehicle price with equipment was $53,838, leaving a city share of $11,565.53.
- Alley vacation: Council approved vacation of the remainder of an alley in Schumann’s Addition north of Eighteenth Street between Oak and Elm Streets, reserving a utility easement for existing utilities.
- Consent and administrative items: Council ratified certified election results for ward candidates and approved routine appointments, including reappointment of Zach Robinson to the Industrial Development Authority Board.
Several of the measures were presented by Darren (city staff) and other department staff; roll-call votes were taken for final readings or authorizations. Where the record showed an abstention (as noted for the Pierce Asphalt item), staff made that disclosure during the roll call.
More substantive items (rezoning at 21 Steventale Court and a proposed zoning text amendment on temporary signage) were handled separately: the rezoning received a first reading and was continued to a later meeting pending proof of access to Highway 72; the sign-code text amendment was postponed for further Planning & Zoning revisions.
The council closed the meeting with appointments and a scheduled second reading on multiple ordinance matters.
