Council hears request to vacate alley north of 11th for university building; sewer easement to be retained

A university applicant asked the council to vacate the remainder of an alley north of 11th Street so the university can consolidate title for a planned building. Staff said a sewer line runs in the alley and a utility easement will be retained to protect it; Planning and Zoning recommended approval.
City planning staff described a request to vacate the remainder of an alley located north of 11th Street between Highway 63/Bishop Avenue and the former right of way of State Street. The university is the applicant and staff said the alley currently provides no access to other properties after demolition of a former apartment complex; the parcel is now largely part of university holdings.
Staff advised the council that a sewer main lies in the alley; if the vacation is approved the city will retain a utility easement to cover that sewer while it remains in service and can vacate the easement later if the sewer is relocated or taken out of service. No objections were reported from utility providers. The Planning and Zoning Commission recommended approval 4–0.
Council opened the public hearing, took no public objections, closed the hearing and the ordinance approving the alley vacation was read into the record. Staff said the vacation was needed so the university could consolidate title for a planned building and to meet grant requirements. No final adoption vote was recorded at this meeting.
