Rolla City Council approved an ordinance to vacate the remainder of an alley in Schumann's Addition, generally located north of Eighteenth Street between Oak Street and Elm Street, and to replace the right-of-way with a retained utility easement.
Tom (staff member) told the council the north half of the alley had been previously vacated for a bank and that the remaining segment had become overgrown and was no longer needed for access. He said utilities run through the alley so the ordinance retains a utility easement to allow continued access for service providers. Planning and zoning recommended approval and staff said no utility providers objected.
Council voted on a roll-call and the motion to vacate the alley carried.
Why it matters: vacating unused rights-of-way can simplify property ownership and allow neighboring owners to control the former alley area while preserving access for utilities. The retained utility easement protects the city and utility providers’ ability to maintain infrastructure.
