The staff presentation described an existing pattern of user-created paths between the neighborhood and the open-space ridge and showed the two easement segments — 0.42 acres linking the Welch Ditch Trail to the ridge and a 0.32-acre segment providing a more direct neighborhood connection. Staff said the crest-access point on the private property is steep and may require constructed stairs to create a sustainable entrance; the easement will allow the county to build and manage a durable route and to restore degraded areas.
Staff said the easements are being offered at no cost by the Montrachet property owner and that recording the easements will help direct visitors to a stable trail alignment and support planned restoration work on county land. Committee members asked about parking and how the trailhead network connects to existing public parking; staff said nearby public park parking would serve visitors and emphasized the restoration benefit of directing users to official routes.
A motion to approve Resolution 25-10 passed.
