Kitsap awards $973,198 contract to Seaton Construction for Port Gamble North Gateway gravel parking lot

Kitsap County awarded a construction contract to Seaton Construction on May 12 for the Port Gamble Forest Heritage Park North Gateway parking lot and access road, with a contract amount of $973,198.84 and an anticipated June–September construction window.
Michelle Philly, project manager in Public Works, told commissioners the project builds a 75-stall gravel parking lot with an access road connecting to Carver Drive, an ADA-accessible vault restroom, native planting and on-site topsoil recycling. The project will include stormwater treatment and habitat features created from recycled trees, such as a raptor perch, habitat logs and rock piles.
Philly said the county opened bids April 22 and received six bids; Seaton Construction was the lowest responsible bidder. Funding sources include county roads and parks funds and the Kitsap Public Facilities District. The county described the parking lot as adjacent to the existing park and near the county boundary and the property now owned by Radiance (formerly OPG).
Commissioners asked for construction information signs on both sides of the project and directed staff to coordinate outreach with trail groups such as the North Kitsap Trails Association and mountain-bike clubs. A commissioner noted the addition of a restroom as an important visitor amenity.
The board moved and approved the contract award to Seaton Construction. Construction is expected to take place between June and September; staff will coordinate outreach and staging with community groups and park users.
