Tollway committee recommends multiple construction awards, highlights small‑business mentoring and DBE/veteran commitments

Staff recommended awarding a small‑business set‑aside contract for drainage improvements at the 70th Street interchange on the Tri‑State Tollway to Martinez Frogs at $3,288,237.25, noting the low bid was below estimate and that Martinez Frogs has been mentored by Foundation Mechanics under the Tollway small business program.
Menar recommended awarding a southbound entrance ramp contract at 80th/Eighth and Cork Avenue in Justice to Foundation Mechanics as low bidder at $3,106,106.10; Foundation Mechanics has committed to exceed the DBE and veteran goals for that contract. He also recommended awarding a drainage improvements contract on the northern section of the Tri‑State between Atkinson Road and Townline Road to Foundation Mechanics at $5,190,497.00, noting only one bid was received.
For plaza work, staff recommended awarding a Jane Addams Memorial Tollway plaza improvements contract between Illinois Route 31 and Illinois Route 59 to K5 Construction Corporation at $13,339,716.35. A bridge rehabilitation small business initiative contract on I‑90 in Winnebago County spanning multiple locations was recommended to MYS Incorporated at $2,509,872.98.
On professional services, staff recommended a $3,000,000 on‑call construction management contract to Lakeshore Engineering LLC and a design supplement not to exceed $698,218.82 to HBM Engineering Group for additional design services on Illinois Route 390. Item 8 was deferred.
Without objection, the committee consolidated engineering items 1 through 7 for consideration and approved placement of those items on the May board meeting agenda with the committee's recommendation by voice vote.
