Tollway committee backs 9-month, $240,000 sole-source SMS contract to maintain customer texting service

On May 15, 2025, the Toll Highway Authority Technology and Operations Committee recommended placement on the full-board agenda of a sole-source business-systems contract with Grama Design Services to provide short-message-service (SMS) texting for Tollway customer communications.
Michael Catellico, chief of business systems, said the nine-month request is to bridge business continuity while the authority procures a successor vendor. The recommended not-to-exceed amount is $240,000, and the award is subject to a CPO review of the final agreement, Catellico said. Catellico said the authority previously relied on a state master contract with AT&T; AT&T ceased offering the service and Soprano was the subcontractor under the prior sole-source arrangement.
Catellico said the SMS channel is used by customers to manage accounts and that more than 2,400,000 people have opted in to receive messages from the Tollway. The committee moved and seconded placement of the business-systems item on the May full-board agenda; the motion passed by voice vote with no recorded objections.
The full board will consider final approval and any required procurement reviews.
