Tollway committee recommends replacing aging maintenance dozers and 16 trucks, totaling about $3.51 million

On May 15, 2025, the Toll Highway Authority Technology and Operations Committee recommended placement on the full-board agenda of two facilities-and-fleet procurements totaling about $3.51 million.
Dave Donovan, presenting for facilities and fleet, said the first recommended award would procure two Caterpillar angle-blade dozers through a CMS master contract with Alta4 Inc., located in Cedar Rapids, Iowa. The recommended contract (25-0037) is for an amount not to exceed $463,720. Donovan said the two dozers will replace machines roughly 20 years old; the older units require considerable maintenance and have limited parts availability. The new dozers will include GPS and telematics to assist operators in grading and drainage work.
The second recommended award is a Tollway invitation-for-bid contract for medium-duty channel trucks and one larger derrick truck. Donovan recommended award of contract 24-0044R to Rush Truck Centers of Illinois Inc. (doing business as Rush Truck Center) for medium-duty trucks in an amount not to exceed $2,912,175, and to Patson Inc. (doing business as Trans Chicago Truck Group) in an amount not to exceed $135,453 for a larger derrick truck used by the Tollway sign shop. Donovan said the channel trucks are used to install traffic-control signs, barricades and cones; the vehicles being replaced exceed the authority’s replacement threshold of 7,000 engine hours and currently average about 10,000 engine hours and more than 25,000 miles. The Tollway currently has 38 channel trucks in its fleet.
Donovan said older units being replaced will be auctioned on the state’s I-Bid website. He also noted both bidders on the truck contract received a waiver from the commission on equity inclusion and the 2% BEP goal for the award. The committee moved and seconded placement of both facilities items on the May full-board agenda; both motions passed by voice vote with no recorded objections.
Both items will go before the full board for final approval.
