Council narrowly approves resolution to remove police-staffing cap and pursue rebuilding steps

The Burlington City Council voted 6–5 on Jan. 27 to adopt a resolution titled “City Council commitment to rebuilding and reconciling with the Burlington Police Department.” The measure removes the council’s numerical cap on sworn officers and asks the administration to pursue recruitment, retention and facility improvements.

Councilor Shannon, the resolution’s mover, said the measure responds to recent declines in department experience and morale and urges a signal to recruits that the city intends to rebuild the department. The resolution asks the city manager/CAO to review options for hiring experienced lateral officers and to report back on recruitment and facility progress. Shannon also amended the resolution during debate to shift the administration’s required status report from Feb. 10 to Feb. 18; the amendment passed 10–1.

Mayor Mulvaney Stanek supported delaying the report to Feb. 18 so the administration could provide a fuller update about staffing, the chief search and building-security plans. Opponents from the Progressive caucus argued the resolution was premature because it removes the cap without an updated needs assessment; Councilor Bergman said a study of staffing needs should be completed before lifting limits.

After debate the council adopted the resolution by roll call: Yes — Barlow, Carpenter, Litwin, McKnight, Shannon, Travers; No — Bergman, Broderick, Grant, Kane, Newbyser. The resolution requests administration follow-up on hiring incentives, lateral recruitment, police facility safety upgrades (including fencing requests raised after a recent on-site incident) and other items; it also references commitments to racial equity made in prior council actions.

Councilors and the mayor said they expect additional committee and budget work in the coming weeks to reconcile staffing requests with fiscal constraints and collective-bargaining implications.
