Privacy, data flow and safeguards Staff said they have worked with the city attorney’s office to prepare a privacy policy. The system will interface with criminal-justice information channels (the project team referenced the Criminal Justice Information Services, CJIS), and staff emphasized access controls: only CJIS‑certified, authorized staff will be able to use the secure environment that stores sensitive queries. “What’s on our servers is a license plate number and a date it was read. We’re gonna keep that 30 days,” a staff presenter said. Staff further said automated scans pull identifying data from statewide DMV/CJIS systems during the check but that long‑term storage on city systems will be limited and protected.
Union and staffing questions Several committee members raised union and job‑security questions. Parking staff said they do not intend to eliminate positions and that the near‑term plan is to use the technology to improve productivity and enforcement coverage. They acknowledged long‑term efficiencies could shift work assignments and said staffing decisions would be made in consultation with unions and as part of future budgeting discussions. Staff emphasized that the initial implementation would give the city operational experience before any personnel changes are considered.
Revenue and operations context Staff said current parking revenues flow largely to the general fund; the team described a roughly $700,000 annual general‑fund parking revenue and noted the municipal garages collectively carry about $3 million in debt. Staff said increased enforcement revenue could help reduce garage debt and continue support to the general fund. The technology would also let the city offer different products (for example, prepaid day blocks for businesses) and improve garage circulation.
Implementation timeline and legal context Staff said the department had budgeted the purchase in FY25 and could implement within roughly two months of procurement. The team also explained the city had reviewed state law and concluded that the state’s prohibition on automated enforcement applied to law‑enforcement traffic enforcement but did not categorically forbid municipal parking enforcement using LPR; staff indicated no separate council ordinance or vote was required to begin implementation, but the briefing was intended to share policy, privacy and operational answers with committee members.
