The council unanimously approved an extension of a predevelopment agreement intended to advance collaborative planning for a multi‑parcel redevelopment in the South End. The extension gives city staff and project partners additional time to complete due diligence and technical studies ahead of a possible development agreement in late summer 2025.
City officials said the work will focus on a site‑wide housing plan with a stated minimum of 20% affordable units, a public‑realm concept, a joint planned unit development (PUD) approach and study of infrastructure needs including wastewater, parking, traffic and other public‑realm improvements. Director Brian Pine (Community and Economic Development) told the council that the existing predevelopment agreement was set to expire in two days and that an additional period will allow the partners to craft a draft development agreement with roles and funding concepts.
Councilors praised the project as an opportunity to deliver significant housing supply in line with Burlington’s HOME Act goals and to pilot climate‑focused and car‑light neighborhood design. Staff noted they have access to a U.S. Department of Transportation grant to pay for third‑party technical, legal and design consultants to support infrastructure and feasibility work. The council directed staff to return with further technical results and a draft development agreement for council consideration.
