Committee recommends council approve vendor selections for McNeil emissions analysis and urban-forestry review

Burlington Electric and city staff presented two procurement recommendations Tuesday: an emissions-reduction and resource-configuration analysis related to the McNeil generating station, and an independent review of urban-forestry practices. The committee voted to forward both RFP awards to the full City Council for approval.

General Manager (Burlington Electric) described the studies as required by the November 2023 district-energy resolution and included in the FY25 budget. The emissions study is intended to analyze the scale and types of renewable generation and energy storage that would be needed if McNeil were not in service, and to examine options to preserve reliability and reasonable rates for low- and moderate-income customers. The forestry review will examine practices the city could implement and whether improvements are feasible or cost-effective.

Scope and public engagement

GM Springer and staff said both vendors were vetted through a competitive process and that each proposal includes opportunities for stakeholder input. "We believe they will give us some interesting and hopefully actionable information so that we can continue on our journey of improvement," Springer said. Councilors asked that the consultants include opportunities for public sessions and interim reports so the city and commissioners can provide feedback during the analyses.

Committee action and next steps

A motion to approve the two RFP recommendations and to forward them to the City Council passed by voice vote. Staff said they expect to bring the awards to the full council in mid-April; work and engagement phases would follow, with consultant briefings and interim reports planned for community and council review.
