City reports active grant pipeline; Bridge New York award clears way for Middle Street bridge work

The city manager highlighted a county-selected award of approximately $1,036,000 that would help complete an ATAD expansion at the wastewater treatment plant and reduce borrowing needs for that project.
City staff also described other initiatives including a Restore New York program launch for facade and small-business rehabilitation, a records-management grant application, and prior-year opioid-abatement funds that continue to support programming.
Council approved a resolution verifying the city's intent to use capital funds to cover grant gaps and to proceed with Middle Street Bridge work after receiving Bridge New York funds. Director Venuti said the Bridge New York grant was awarded in the 2023 round and that the enacted resolution confirms the city will provide capital matching funds for the bridge project. The resolution passed unanimously.
City staff said in 2024 the city secured slightly more than $3 million in grant awards and applied for nearly $17 million; two pending awards would represent roughly $6 million more if successful. Staff told council the city does not have a full-time grant writer but does use department staff and a grant administrator to manage grant submissions and reporting.
Several councilors thanked staff for the active grant program and noted that some competitive grants are uncertain; the manager and staff said they will keep council informed as awards finalize and projects are scheduled.
