Council reviews boards and commissions list; Human Rights Commission and Board of Ethics discussed

Councilors reviewed a staff-provided list of the city’s active boards and commissions and discussed whether to eliminate inactive advisory bodies or convert them into time-limited task forces.

Several councilors recalled prior work that removed multiple defunct committees and noted that resolution 26 of 2023 had already eliminated some groups. Councilors said they preferred retaining a small number of standing commissions and using ad hoc task forces with defined end dates for short-term issues. Staff indicated it will publish the updated list on the city’s boards-and-commissions web page.

Discussion singled out the Human Rights Commission, which several councilors said had become less active after its paid director left; members noted the commission historically forwarded formal complaints to the state and that some awareness and event functions remained useful. Councilors said they would rather preserve the commission on the books than formally dissolve it so the city could reconstitute it if needed.

The Board of Ethics was described as active; staff and councilors said that board is reviewing its tenant-related processes and that it serves a ministerial role for certain annual filings (for example, assessor financial disclosures that must be filed with the county clerk). The council also confirmed that the Storm Sewer Task Force has an end date of November 2024 and is no longer a standing body.
