City staff presented a proposed memorandum of understanding (MOU) with the Missouri Department of Natural Resources to formalize shared maintenance responsibilities on stretches of the Al Foster Trail that cross state park property.
Director Vinich outlined the trail’s history and the state park system’s role in maintaining substantial portions of the Al Foster Trail. He said the department’s additional responsibilities would be narrow: quarterly grass cutting at trail edges, culvert cleaning, and general upkeep of a small number of pedestrian bridges and wooden benches.
Dr. Randall moved that the department be allowed to move forward with documentation. “This document mentions, that it has the additional advantage of giving Wildwood a bit more sway over what kinds of activities we can have down there on the park and whatnot. It's really inexpensive. I think it's a great idea,” Dr. Randall said during discussion.
Committee members asked for clear indemnification language so the city would not assume additional liability beyond its current exposure. Staff said the state would need to indemnify the city for work on state-owned trail segments and that the department’s current estimated additional annual maintenance cost is about $5,000 (the package referenced an estimated increase of up to $8,000). The motion, amended to confirm the not‑to‑exceed $8,000 increase and to keep liability “consistent” with current levels, was approved by voice vote.
Action: Committee approved staff moving forward with negotiation and execution of an MOU, subject to verification that the city’s liability exposure will not increase and a not‑to‑exceed $8,000 annual budget increase for the added services.
