The Dayton City Council closed a public hearing and voted to approve Ordinance O2025-5 to annex approximately 60.3 acres of land along FM 1960, at the request of the property owner 4 Star USA Real Estate Group Incorporated. City staff told the council the developer has purchased the tract, a development agreement is already in place, and annexation is the next procedural step before PID formation and related infrastructure work.
City staff said the parcel is on the north side of FM 1960, toward town from the Doctor Horton tract and the area referred to in the meeting as "99." No members of the public were present to comment during the public hearing; the mayor closed the hearing and the council moved promptly to vote on the ordinance.
Council members asked whether the developer planned to build on the annexed property. City staff replied that the council had already approved a development agreement with the developer and that the project anticipates several hundred houses (staff referenced a figure in the mid-400s during questions). After discussion, a councilmember moved to approve Ordinance O2025-5 annexing 60.3 acres and the council approved the ordinance by voice vote.
City staff also said required notices had been mailed to other taxing entities and published as required by law. The annexation will allow the city to proceed with PID formation and related infrastructure planning under the previously negotiated development agreement.
