Dayton seeks $300,000 GLO grant to update comprehensive plan and hazard mitigation

The City Council approved Resolution R2025-26 authorizing staff to issue requests for proposals and pursue a $300,000 grant through the Texas General Land Office’s CDBG-Mitigation Resilient Communities Program.
A staff presenter told council the grant would not require any city matching funds and could fund a comprehensive plan update, code updates (the city currently uses the 2015 building codes) and hazard mitigation planning focused on wind, flood and fire risks. As the presenter said, "this particular item is a resolution to give staff the permission to move forward to pursue a grant for a total of 300,000. It will not require any city matching funds." The presenter added the city expects the funds could cover a large portion — possibly the full cost — of a new plan for a city of Dayton’s size, pending consultant scope and proposals.
Council asked who would administer the plan work; staff said that selection of consultants would follow issuance of the RFP and the award of grant funds. The council approved the resolution by voice vote.
