Ozark starts process to declare Quail Run parcel surplus, plans sealed-bid sale

The Board of Aldermen placed bill 3634 on its first reading to declare a parcel at 3101 East Covey Lane in the Quail Run subdivision surplus and to begin the city's disposal process under the municipal code.
Assistant City Administrator Cameron Smith said the property is approximately a quarter-acre, lies outside the city limits and was included in a prior purchase of a private water system. Smith said the city no longer needs the model-home structure that once stood on the parcel and that outside counsel confirmed the property's debt was satisfied and it can be sold. The city completed an appraisal in April 2022 that valued the parcel at $60,000.
Smith described practical constraints: the property has a prescriptive access easement from Coby Lane, no public sewer in the vicinity and part of a private septic system sits on neighboring property. If the board proceeds after second reading, Smith said the city will list the property for a minimum of 60 days for sealed bids, publish notice in the local newspaper, post on the city's website and send certified mailings to property owners within 185 feet.
The ordinance is the first step in declaring the parcel surplus; the board did not adopt the ordinance at this meeting and held the item for a future meeting. Smith said staff has received interest from neighboring property owners and expects bids once the disposal process is formally opened.
