Director Jeremy Parson told the board the supplemental agreement "makes sure that all the funding is arranged in an order, that solidifies the final funding agreement with MoDOT." Parson said the amendment rebalances components of the TAP (Transportation Alternatives Program) phase 4, 5 and spur work after bid responses changed some line-item needs.
The adopted ordinance tied to bill 3630 authorizes the city to enter into a contract with Rademacher Brothers Excavating Company, Inc., for phase 4, phase 5 and spur improvements to the Chadwick Flyer Trail. The supplemental agreement in bill 3631 adjusts grant and project allocations so costs that rose on some components are covered and funds that came in under estimate are reallocated. The license agreement in bill 3632 allows the city to cross MoDOT commission property at Highway 65 and assigns maintenance and operations of the crossing to the city for 25 years, after which the parties would negotiate further.
Board members asked for confirmation that the transfer of roughly $440,000 from one project to another would not cause penalties. Parson said officials worked with OTO and MoDOT and were assured the transfer would not result in penalties and that the funding is in good standing.

The board held no extended public comment during the readings; staff requested that the three items be expedited and the board granted the second readings and final votes the same night. Parson said once the agreements are in place the city will issue a notice to proceed for construction.
