University City to accept yard‑waste stickers for credit or refund after council action on ordinance

Finance Director Keith Cole told the University City City Council on April 28 that, after the passage of Bill No. 9564 to eliminate yard‑waste stickers, staff proposes a buyback program allowing residents to return stickers for a credit to their refuse account or a refund check for large totals or businesses.
Cole said a single sticker’s buyback value is $1.50. If a returned total is less than $99 (fewer than 66 stickers at $1.50 each), staff would issue a credit to the resident’s refuse account; totals above $99 would receive a refund check. Businesses that purchased stickers for resale would receive refund checks rather than account credits.
Council Member McMahon asked whether the buyback program will have start and end dates; Cole said residents can mail stickers in at any time but staff would consider a sunset. Council Member Smotherson urged a sunset and staff said the intention is to end the program at the end of the calendar year, which staff will incorporate in program materials.
Cole said the credit approach minimizes the number of checks processed for small refunds and that staff will provide program details and forms.
