Council approves rezoning and development plans for Market at Olive Plat 7

On May 12, 2025, the University City City Council voted to reclassify about 0.91 acres that comprise Adjusted Lots 2 and 3 of Market at Olive Plat 7 from Industrial Commercial District (IC) to Planned Development Commercial (PDC) and approved related preliminary and final development plans.
The zoning change (Bill 9567) passed on roll call and the final development plan (Bill 9568) also passed; the council additionally approved a preliminary development plan for Ajusted Lots 3 and 4 by voice vote. Mayor Crowe opened a public hearing on the rezoning; no residents spoke and no written comments were received before the noon deadline, and the hearing was closed at 6:37 p.m.
The measures will allow development of the Market at Olive site and associated outbuildings. Brent Boymer, vice president of real estate for Dierberg Markets Inc., said the renderings are illustrative and described the planned colors and materials: "The short answer to your question is the the pictures are not always, you know, the the greatest. We intend for those outbuildings to be architecturally and harmonious and aesthetically harmonious with the rest with our grocery store building. It is I would say it's in the brown family. I don't know that I would call it specifically tan." Council member Clay had asked whether the tan color in the renderings was intended.
Council members also noted a clerical issue about bill numbering. A staff member identified as Mulligan explained that an introduced bill number had been changed to correct sequencing and that no substantive provisions were altered.
Roll-call votes recorded on Bill 9567 show Council members McMahon, Brenner, Fuller, Smotherson, Clay and Teaman and Mayor Crowe voting aye. The council unanimously approved the final development plan and the preliminary plan by voice vote.
The council packet lists the affected parcels as Adjusted Lots 2 and 3 and references changes to section 400.07 of the municipal code, which governs the official zoning map. The approval moves the project forward to implementation steps governed by the city’s permitting and inspection processes.
No appeals or legal challenges were announced at the meeting; staff will proceed with permitting and plan compliance requirements for the approved development.
