Committee delays decision on Essen Log cabin bid as staff warns against distractions from Village Green

The department told the committee that four bids were received; two were immediately problematic — one exceptionally low and one exceptionally high (about $500,000) — leaving two middle bids from Bombshell Construction and Charette Contracting. Staff said the two mid-range bids were close, with a difference reported at less than $5,000.
Director of Planning and Parks (name not specified) explained the department’s recommendation: the two middle bidders were both viable, but Charette Contracting offered more specialized experience reconstructing historic cabins, and staff worried that assigning the Essen Log cabin work to the contractor already working on Village Green could distract labor and supervision from the larger, time-sensitive project. “Any distraction, whether it's an additional project here or elsewhere, is just a distraction that would be unacceptable,” the director said in presenting the report.
Bombshell’s owner, Andy Dobbs, disputed the notion his company would not complete both projects and described carpentry crews that would work separately on the cabin while other crews completed Village Green tasks. Dobbs said he had built or assisted on similar historic log projects and that the cabin work would not pull the same crew members needed for paving and concrete tasks.
The committee’s budget discussion focused on whether the city should proceed this year or delay. City administrative staff said funds were encumbered in 2024 and that the city is “tight” in the 2025 capital budget; they outlined possible sources (including $200,000 initially set aside for a Crestview right-of-way acquisition that may not be needed) and warned costs could rise significantly if the project waits a year.
After discussion about project priorities, contractor experience and budget options, a committee member moved to postpone a selection to the next meeting while staff compiles additional budget details and checks bid availability; the motion passed by voice vote. Staff said bidders indicated they would honor their bids until a decision is made.
The committee did not award a contract for assembly of the Essen Log cabin at this meeting. Staff said the project remains funded and that staff will return with budget options and further analysis at the next meeting so councilors can decide whether to proceed in 2025 or defer.
