Council postpones Ashley Grove Planned Residential District vote pending gate policy and further review

The Wildwood City Council postponed final consideration May 12 of Bill 29-76, which would reapprove the Ashley Grove Planned Residential Overlay District and authorize 11 new single-family dwellings, after debate over an internal street connection and whether a gate or bollard emergency access should remain.
Planning staff explained that the developer originally proposed a through street; neighborhood opposition led to proposals for a T-turnaround, a gated emergency access, and, finally, an amended plan that includes a cul-de-sac plus an emergency access easement to Center Avenue with controlled-access bollards. Staff said the bollards would be designed to allow emergency vehicle access.
Council member Marshall moved to postpone action until the council finishes work on the city’s gate/closure framework so this subdivision can be evaluated under the new policy; Council member Kranz seconded to allow fuller review and resident engagement. The motion to postpone passed with Council members McCutcheon and Albers recorded as opposed. Council discussion included the desirability of side-entry garages to match adjacent subdivisions and concerns about making Center Avenue an emergency connection, given its narrow geometry and lack of sidewalks.
Staff said the cul-de-sac option coupled with an emergency-only easement and bollards is intended to balance vehicular turning requirements, emergency access, and neighborhood preferences. Council will revisit the item next month after the additional review requested by council members.
