Council schedules public hearing on proposed abandonment of Deer Street north of Fourth Street

The City Council voted to schedule a public hearing on Resolution 29-2025, which would consider discontinuing or abandoning a city-owned portion of Deer Street north of Fourth Street to allow reconfiguration of parking for a private plaza (Save-A-Lot) in conjunction with the Reagan development project.
Staff explained the proposal is intended to address parking loss at the west end of the plaza and said that, if the street is abandoned as a city thoroughfare, permanent easements in perpetuity would be retained for city sewer, water and utility access and for vehicular entrance for Lakeshore Savings Bank and the Reagan development. Staff emphasized the street would not be physically closed and that Forest Street would remain a principal entrance.
During discussion council sought clarification on access and services. Attorney Raimondo (city attorney) explained the legal process: before alienating city property, the city must hold a public hearing under the General Municipal Law and provide neighbors and stakeholders an opportunity to comment. Staff said the bank and plaza owners had been consulted and indicated they would accept permanent rights and easements in perpetuity for access.
The council voted on the resolution to schedule the public hearing; roll call recorded unanimous ayes from Council member Laskowiak, Council member Stoyle, Council member Nichols and Council member at large Weiser. Staff said more detailed clarifications would be provided at the public hearing and that permanent rights and easements would be included if the abandonment proceeds.
