Council schedules public hearing on proposed video-conferencing law after attorney explains state model language

Clerk introduced “Local Law 2-2025, a local law authorizing the use of video conferencing for meetings of public bodies pursuant to sections 103 and 103-a of the Public Officers Law.” Council moved to table Local Law 2 until after the hearing scheduled for Local Law 1 on April 16, 2025.
City Attorney Elliot Romano (identified in the meeting) explained that the model local law was prepared for municipalities following the pandemic-era expansion of video conferencing and that the proposal mirrors language advocated by the New York State Conference of Mayors and the Committee on Open Government. The council voted to table the item so the public hearing can take place after the Local Law 1 hearing.
The motion to table was moved by Council member Stoyle and seconded by Council member Nichols; the roll call showed unanimous support on the motion to table. No substantive amendments or adoption occurred at the meeting.
