Committee reviews pavement-prioritization tool and River Street reconstruction timing

City staff updated the committee on a pavement-condition prioritization tool that would apply objective metrics to streets across the city and help prioritize reconstruction dollars. Staff said the tool combines pavement condition with use, pedestrian and bicycle priorities and utility issues to produce a ranked list of candidate projects.
Committee members welcomed the data-driven approach and suggested the committee review the proposed priority weights to reflect local priorities. Staff reported that bids for River Street reconstruction had been received and that funding discussions with finance would be forthcoming. Members noted opportunities for cost savings when city staff perform portions of work and discussed CHIPS (state) funds as a potential funding source for some pavement work.
The committee asked staff to return with the prioritization outputs and a draft five-year plan so council and committee members could see how River Street and other segments rank under proposed criteria. No funding appropriation was made at the meeting; staff said more detailed budget numbers will be presented when the draft prioritization and bids are available.
