City staff told the committee that a planned retaining-wall project will relocate public stairs away from an existing concrete platform that provides access to a private building. Staff said the platform had deteriorated and that moving the city steps reduces impacts on the private structure.
Staff reported they reviewed past deeds and easements with the city attorney and determined the deck provides private access; after the change the city steps and the private platform will be separate responsibilities. The committee concurred with the design change and staff said they are ready to move the project to bid.
Members asked whether the stairs are ADA accessible; staff said the stairs are not ADA accessible and noted there are handicapped parking spaces on nearby Main Street. The committee discussed fencing and decorative elements and asked staff to bring bid results back to the finance committee for appropriation from the streets and sidewalks reserve once bids are received.
