The Virginia Department of Transportation presented Warren County’s draft Secondary Six‑Year Improvement Plan covering fiscal years 2026 through 2031 and told the Board of Supervisors a public hearing on the plan will be held next Tuesday, with a resolution of approval required afterward.
"These are the estimated construction allocations for VDOT to spend in Warren County on the secondary roads for the next six years, which will cover fiscal year 2026 through fiscal year 2031," VDOT representative Matt Smith told the board. Smith said FY2026 is fixed and later years are projections; he noted telephone‑occupancy (telephony) right‑of‑way funds are projected to fall by roughly $15,000 annually compared with last year.
The draft program lists projects including William Vincent Road (completed and nearly on budget), Richardson Road (beginning next summer), Messick Road (planned for spring 2028), Point Road (2029), Jennings Lane (2029) and a newly added Steve Lane. Smith said the countywide transportation services line is where VDOT prefers to pool telephony funds because those funds are flexible and can be used on paved roads or to advance unfunded rural rustic projects.
