Warren County supervisors voted May 13 to adopt an ordinance delaying penalties and interest on certain local taxes until June 23, 2025, after a brief public hearing and staff explanation of billing delays.
County staff told the board the town of Front Royal moved its due date to June 20 and that reassessment and a change in billing software had delayed bill printing. "I feel like taxpayers should have 30 days once they receive their tax bills before you're gonna charge them penalty. The statute requires 14 days," a county staff member said during the public hearing. The staff member also noted the late penalty is "10% or $10 is the minimum." The staff member said bills were at the printer and expected to mail by the end of the week and that online access would follow when the printer sends files.
The public hearing drew no speakers. After the hearing, a supervisor moved that "the Board of Supervisors adopt the proposed ordinance delaying penalties and interest upon certain local taxes to June 23, 2025." The motion was seconded and approved by roll call: Missus Cook—Aye; Doctor Jamieson—Aye; Mister Chairman—Aye; Mister Stanmeyer—Aye; Missus Cullars—Aye. The board then recessed into closed session later in the meeting.
Why it matters: The delay temporarily changes when penalties are assessed for taxpayers who receive bills later than expected because of reassessment and billing-system transitions. County staff said they would post notice on the county website and publish a public notice in the newspaper.
What the ordinance does and limits: The adopted motion changes the date when penalties and interest begin to accrue for the specified local taxes to June 23, 2025, as reflected in the motion read aloud at the meeting. The staff presentation said the underlying state statute requires a 14‑day period before penalties may apply; the ordinance provides a longer, county-level grace period for this billing cycle. The board did not modify other penalty amounts or statutory provisions; it delayed the date at which penalties and interest will be charged for the identified taxes for this billing period.
Next steps: County staff said they would publish notices online and in the newspaper and complete mailing and online posting of bills once the printer supplies the files.
