Warren County to close offices June 17 for primary election despite concerns over tax-service access

Warren County’s Board of Supervisors voted to close county offices on Tuesday, June 17, 2025, to accommodate a statewide primary election and the Juneteenth holiday, a move that prompted debate about access for taxpayers needing to pay bills that week.

Supervisor Cullors asked the board to reconsider closing offices, saying the shutdown would remove two days when residents typically pay property taxes and could disrupt service. County Administrator Doctor Daley and other supervisors said closing the building would protect election integrity and ease logistical conflict between in-person tax payments and polling activity in the courthouse building.

The request to close the offices had been submitted by Kayla Darr, human resources manager, as part of the consent agenda. Board members noted they had originally planned the annual calendar under the assumption there would not be a primary this June; the scheduling change followed confirmation of a primary and continued early voting activity.

During discussion supervisors asked about public-traffic volumes, how the closure would affect payment access and whether the election office could secure the polling environment. One supervisor argued that even a relatively small number of visitors could create opportunities to compromise ballot security; others emphasized convenience for taxpayers.

The board voted to approve the closure. The recorded vote showed one “no” (Supervisor Cullors) and four “ayes” (the chairman, Doctor Jamieson, Mister Stanmeyer and Miss Cook). The board’s motion authorized closing county offices for the primary election, which will include contests for governor, lieutenant governor, attorney general, the Virginia House of Delegates and local offices.

County staff said they would proceed with the logistics around the election and the office closure and that early voting had already shown increased use this election cycle.
