Spotsylvania supervisors approve $111.1 million Amazon-funded water and wastewater appropriation; adopt 2025 water and sewer standards

The Spotsylvania County Board of Supervisors on March 11 voted to appropriate $111,100,000 to cover water and wastewater infrastructure costs tied to an agreement with Amazon Data Services and adopted an updated 2025 Water and Sanitary Sewer Design and Construction Standards Manual, county staff said. The board also completed actions necessary to advertise the county—s FY2026 tax rates for public review.
The appropriation stems from the county—s contract with Amazon Data Services (ADS); county staff said 100% of the project costs will be paid by Amazon and that the size of the appropriation required a public hearing under state code because it exceeds 1% of the county—s adopted FY2025 budget. The board approved the appropriation by voice vote, 7-0.
Adoption of the updated design and construction standards manual (DSM) was presented by Bradley Sacra, assistant director of the Utilities Department. The manual replaces the county—s 2018 DSM and must be adopted to maintain the county—s general permits and comply with Virginia Department of Health (VDH) and Department of Environmental Quality (DEQ) requirements. The board voted 7-0 to adopt the 2025 DSM.
"This document establishes the county's written standards for both the design and construction of public water and sanitary sewer utilities," Sacra told the board, saying the update reflected input from 32 local industry professionals and internal utility staff. Notable technical changes include requiring plastic adjustment rings for manholes, requiring wider monolithic sewer manhole bases, requiring concrete clean-out rings in both paved and grass locations, adding valve-box adapters, expanding demand criteria to include additional facility types, increasing the maximum sanitary sewer depth from 20 feet to 25 feet under special conditions, and increasing the standard meter barrel diameter for certain residential and irrigation meters from 18 inches to 24 inches.
Staff estimated some incremental material costs: about $15 per sewer clean out for the required concrete ring, about $70 per valve for valve-box adapters, and about $87 additional material cost per water meter for the larger meter barrel. Utilities staff said the larger meter barrel would allow installation of a branch assembly for irrigation meters that could reduce the county's per-lot irrigation service cost from about $1,981 to roughly $754, a county-side savings of roughly $1,227 per lot while increasing developer cost about $87 per lot.
Board members asked no additional questions on the DSM before voting to adopt.
