Two residents reported to the Board of Supervisors that a proposed recovery home for men at 2227 Country Road in the Berkeley District is raising community alarm over safety, zoning and building-safety questions.
A resident who identified herself as Cindy of the Berkeley District said she became aware of a planned facility called Connect Recovery Home for Men — also described in some advertising as Connect Ministries — where she said a one-year program was being offered for weekly fees and a one-time administration charge. "This is for profit organization. It was later advertised as a church service ... again, this is not a nonprofit. It's clearly a profit organization," she told the board.
A second resident, Cindy Robinson of Country Road, said she believes in second chances but that "this proposal sets up no one for success" because the house was not built to support 20 residents, lacks expected sprinkler systems and is in a rural area without sidewalks or regular police presence. "Dropping vulnerable individuals into an under-resourced residential neighborhood doesn't help them succeed," Robinson said.
Both speakers said they had raised concerns with county zoning and code-enforcement staff and said county officials had acknowledged the matter and told them the county attorney is reviewing the situation. No formal board action or vote was taken on the matter during the meeting; the speakers asked county staff to review zoning classification, septic capacity and fire-safety compliance for the property.
