Board approves VDOT's FY26'FY31 secondary six-year plan and budget sheet; adds one new hard-surfacing candidate

The Spotsylvania County Board of Supervisors approved the joint VDOT-Spotsylvania FY26'FY31 Secondary Six-Year Plan and the required FY26 secondary road budget document after a public hearing and staff presentation.
Paul Agnello, the county's director of transportation, told the board SSYP funding has declined in recent years and that most of the county's projects remain unchanged from the prior plan. He said one new hard-surfacing project, Hayden Road, was added to the county priority list. Agnello also said Route 606 widening is under construction and Ryland Payne Road is in progress with planned completions in 2025; Shirley Road and Houston Lane are planned for 2026.
The plan and supporting budget sheet will be forwarded to the Commonwealth Transportation Board for final approval, a state step expected in June. Supervisor Mullins made the motion to adopt the plan; the board approved it 6-0.
Action: Adopt FY26-FY31 Secondary Six-Year Plan and FY26 secondary-road construction budget sheet; vote 6-0.
