Lincoln County SD2 finance chief previews preliminary budget, notes ESSER phase-out and recalibration timing

Business Manager JC Inskeep briefed the board on the district's financial position, the district's preliminary budget publication and ongoing recalibration conversations at the state level.
Inskeep said the district has completed the preliminary budget notice and will publish it (the district noted state statute requires public posting). He explained the timing around payroll cutoffs in May and how the June amended budget will reflect the final two pay periods for the fiscal year. "When May comes around... you'll receive an [encumbrance report]... The next month I pulled up last year's it goes to 92%... when I come back and report... the June amended budget, you're going to see then only 2 pay periods left," Inskeep said.
He walked trustees through categorical changes tied to federal ESSER funds that are no longer available and how those expenditures will drop out of special revenue lines; he noted capital and maintenance reserves remain in place. Inskeep also explained a local-to-state tax recalibration mechanism: if local collections decline, the state funding component rises per legislation, and he said legislators set aside funds to backfill local reductions.
Inskeep flagged a recent national USDA recognition for the district’s food services and reiterated that district activity and school activity funds are audited and reported monthly. Board members asked about the recalibration timetable; Inskeep and Superintendent Matt Erickson said the recalibration evidence-review process occurs over the summer with results likely to appear in the 2026 legislative session. "When will we know the results of recalibration? During the next legislative session, winter of 2026," Erickson said.
No new budget appropriations were adopted at the meeting; trustees received the update and were told to expect the June amended budget that reflects year-end payroll and adjustments.
