Council members and visiting county officials said the issue mattered because San Patricio County seeks both a stronger seat at port decision-making and access to anticipated state water funding. County leaders told the council that, as written in an earlier draft of a regional resolution, the port-seat language would have left local appointee selection outside San Patricio County’s control; the amendment substitutes the HB 21 20 language that the county judge and commissioners prefer. The county judge told the council he would “hold [supporting legislators] to their word” that House Bill 21 20 would be advanced in the House.
Supporters emphasized the link between port representation and the county’s ability to influence infrastructure and water decisions. Opponents and several council members said they were alarmed the original text had been circulated quickly, without full local stakeholder input, and sought an explicit amendment before approving the city’s support.
The council’s action directs staff to transmit the amended resolution — recorded as Proposed Resolution 2025-07 — to county and legislative contacts and to continue coordinating with the county’s water coalition. Council members said they want further briefings as the legislative process progresses and indicated they expect the county and municipalities to press for targeted language and funding opportunities during the 2025 session.
County and municipal representatives attending the meeting urged the council to stay engaged in the coalition’s meetings and legislative outreach. Council members asked staff to return with a schedule of upcoming water-coalition meetings and any legislative developments affecting HB 21 20.
The approval was procedural and did not allocate specific local funding; council members asked staff to keep the body apprised of any requests for direct municipal commitments.
