The matter drew an hour of public comment and extended discussion from council members. Neighbors and environmental advocates urged the council to pause and seek alternatives, warning the change would allow heavier industrial uses in future years. Cindy Valdez, executive director of Coastal Watch Association and an Ingleside On The Bay resident, told the council the port’s project materials and regional economic development presentations have repeatedly identified green‑ammonia projects and large solar arrays as potential uses, and she warned of the cumulative risk of multiple ammonia and energy projects in the region. “If this solar farm is allowed, you will be allowing our cities…to be surrounded by ammonia plants for generations,” Valdez said.
