Project scope: The plat covers a residential airpark concept with 51 hangar lots and a community lot that contains the runway and shared infrastructure. The developer said the design reflects repeated revisions to respond to board and staff comments and that the package includes a drainage technical memorandum sealed by an engineer. The developer also said a Madison well (deep municipal well) is permitted and that a backup generator for the booster pumps is planned.
Key conditions and staff concerns: Staff listed typical technical items required for final plat — engineering plans, stormwater permits, any wetland delineation/mitigation coordination with the Army Corps, and proof of required utility capacity or design — and recommended the applicant continue working with the county on final details. Staff and the board noted the section-line relocation associated with the project must be presented to the County Commission following the Planning Board’s recommendation.
Third-party review and next steps: Because of the project’s complexity and the local drainage issues, staff indicated a third-party technical engineering review may be used to validate drainage calculations and other critical infrastructure designs. The preliminary plat was approved with those staff recommendations and will be scheduled for the Commission according to the county’s normal review process.
