The Meade County Board of Adjustments on a unanimous recommendation approved a variance request allowing an additional 41 building permits for homes in Phase 1 and Phase 2 of Pleasant Valley Estates, subject to conditions including completion and county inspection of two unfinished cul-de-sacs and a sunset on additional permits after Oct. 30, 2025.
The developer representatives said most Phase 2 work is complete and the subdivision currently has wastewater capacity for 48 equivalent homes that meets the county ordinance. "We have a capacity for 48 equivalent homes out in the South," said Matt, a representative of Tearside Design. He and Anne Udi of Century Ranch Development told the board that the remaining work consists mainly of finishing two cul-de-sacs, pond and erosion-control items and installation of additional fire-protection tanks.
County staff confirmed seven homes are already built and recent water tests by Fairview Valley Water had passed. Tanya, a county planning staff member, summarized a staff position recommending approval tied to specific conditions and a firm completion timeline the applicant provided.
Board members discussed the effect of leaving permits open if infrastructure is not finished, and the applicant agreed they would return for another variance if the project was not finished in time. One commissioner moved to recommend approval with an amendment changing the staff-recommended expiration date from Sept. 30 to Oct. 30, 2025; the motion included that the two cul-de-sacs on Lariat Lane Bridal Access 1 and 2 must be inspected and approved by the county before occupancy of lots accessed by those cul-de-sacs.
The motion, as discussed, was to allow the additional 41 building permits across Phase 1 and Phase 2 provided: (1) the two unfinished cul-de-sacs are inspected and approved by county staff before use; (2) the developer may not receive additional building permits after Oct. 30, 2025, unless all infrastructure is complete and inspected by the County; and (3) the other standard conditions listed in the staff report. The board voted in favor; the transcript records the motion passed unanimously.
The board and the developer noted the primary outstanding item is two additional fire-protection tanks scheduled for September; the developer told the board the tanks required additional supplier work but are now holding water. The developer also said grading and graveling are in place for most roads and that a performance bond (described in the meeting as a bond for the work) is already in place for the improvements.
The board's approval is a recommendation of the Board of Adjustments; the motion as recorded will be transmitted per normal process. The county staff and developer agreed to follow up with inspections and to return to the board if the milestones are not met by the Oct. 30 date.
