Planning Commission approves rezoning of 1548 NE Woods Chapel Road to R-1 to allow lot-line adjustment

The Lee's Summit Planning Commission on March 27 recommended approval of an application to rezone approximately 9.59 acres at 1548 Northeast Woods Chapel Road from AG (agricultural) to R-1 (single-family residential) so a future lot-line adjustment can create two legal lots under R-1 standards.
Planner Ian Treffrin told commissioners the Ignite comprehensive plan designates the property as Residential 1 and staff supports the rezoning; the applicant seeks the change to create two smaller legal lots because the existing agricultural zoning requires a minimum 10-acre lot. The property currently contains three detached accessory structures; the applicant requested a modification to allow the existing count to remain under the R-1 rules, and staff recommended that modification because the collective square footage of the accessory structures falls below the R-1 maximum size.
Applicant representatives from Engineering Solutions and landowner Dan Bromley said the rezoning is intended to facilitate a sale of the northerly parcel and not to enable broader development; neighbors who attended a February neighborhood meeting had raised questions about future development, staff said.
Commissioners asked about shared access and easements; the applicant said the two resulting lots will maintain a single point of access on Woods Chapel with an access easement to be recorded and, per the applicant, both parties will manage a pond that sits partially on both properties.
There were no public comments in opposition at the hearing and staff said it had received no written comments in favor or opposition. The commission voted to recommend approval (motion passed unanimously) and staff noted recommended conditions that will be attached to the recommendation.
