Planning commission backs adding 10.2-acre Old River Trail parcel to James River Agricultural and Forestal District

The Powhatan Planning Commission voted 5-0 to recommend adding a roughly 10.2-acre parcel at 4259 Old River Trail (tax map 7‑1‑6) to the James River Agricultural and Forestal District.
The recommendation limits the parcel to agricultural, forestal and preservation uses and follows staff and the Agricultural and Forestal District (AFD) committee’s approval of the request by Diane and Salvatore Cogenti.
Planner Sean Clendening presented the request, saying, “This is a request ... to have their tax map 7‑1‑6, which is 10.2 acres approximately and located at 4259 Old River Trail to join the James River Agricultural and Forest District.” He said the property is designated Rural Areas and Natural Conservation on the countywide land‑use plan and that both staff and the AFD committee recommended approval.
A representative of the AFD committee, identified in the meeting as Mr. Riley, described the parcel’s conservation connections: “It’s entirely within the priority conservation area ... it is contiguous ... to the James River AFD, and it is directly across the road from the Powhatan State Park.” Riley also noted wetlands and a creek on the property that connect downstream to Mohawk Creek and ultimately the James River.
No applicant representatives were present at the meeting. Commissioner action to recommend approval cited Virginia Code Title 15.2, Chapter 43 (the Agriculture and Forestry Districts Act). The commission then approved the recommendation by roll call: Chairman Hall (District 1) Aye; Commissioner Bolen (District 2) Aye; Commissioner Winnell (District 3) Aye; Commissioner Hughes (District 4) Aye; Commissioner Hatcher (District 5) Aye. The motion passed 5‑0.
The recommendation will be forwarded to the Board of Supervisors for final action under the state statute governing agricultural and forestal districts.
