Powhatan County’s citizens working group voted to form a subcommittee to evaluate three potential growth-area expansions for mixed-use or residential development around the Courthouse Village and on the county’s east end.
Why it matters: members said targeted mapping and parcel-level review are needed to determine where walkable mixed-use centers or higher-density residential development could reasonably be placed without creating sprawl or eroding village character.
The motion passed by voice vote. Participants identified multiple candidate zones on the village map (including lands near Buckingham Road and areas to the east around Page Road) and discussed service-district boundaries, existing utilities and past controversies over earlier village-boundary proposals. Several members asked that the subcommittee consider practical constraints such as private roads, topography, utility access and adjacency to existing walkable areas.
Volunteers and roles: committee members who volunteered for the subcommittee included Bob, Jamie (staff), Billy, Chris and others; staff (Ligon) agreed to coordinate meeting times and circulate map options. The group discussed but did not finalize a permanent chair: an attempt to appoint a single chair for the subcommittee failed for lack of a second, and the committee instead approved Ligon as the moderator/coordinator.
Ending: the working group set a target for the subcommittee to meet before the next full committee meeting; the full group scheduled a follow-up working-group meeting for May 6 (afternoon) and asked the subcommittee to return with mapped recommendations for review.
