Board approves River Run Campground special-use permit with occupancy limits and record-keeping conditions

The Page County Board of Supervisors approved a special-use permit for the River Run Campground proposed by applicant Jeremy Baldwin, including multiple conditions on occupancy, site counts and recordkeeping.
The approved permit limits each primitive campsite and cabin site to a maximum of eight persons or one immediate family "which shall mean only those persons who live in the same household," an amendment the applicant accepted. The draft permit sets a maximum of 125 primitive campsites and eight cabin sites on the property; supervisors and the applicant discussed how those caps relate to total on-site occupancy.
Supervisors added a record-keeping requirement: occupancy records shall be preserved through each camping season and must be provided to the zoning administrator within 48 hours of a written request. The board discussed, and removed, a monthly-reporting requirement but agreed that records must be available on-site or produced within a reasonable period if requested.
Board members discussed RVs parked on-site and whether long-term, year-round RV occupancy could convert the site to a different regulatory category. The applicant said the campground is not open year-round and that campers may be parked but not occupied year-round; supervisors noted long-term parking and registration questions could be subject to separate county ordinances on long-term RV storage.
Supervisors voted to approve the special-use permit with the included amendments; staff noted the approved SUP will replace prior SUPs for that property, making the new permit the active authorization for campground operations on the site.
