Staff said the county requires a construction easement to access properties for the work and would request a permanent easement to allow ongoing maintenance along reinforced banks. Staff did not have a firm construction timeframe from the county but estimated stabilization work commonly takes six to eight months. The council moved the easement item to consent.
The city will retain the property and staff said the parcel currently contains no park elements. Staff described likely stabilization techniques including riprap or strapped timbers, and noted Cobb County and the Corps will own access for construction and long-term maintenance under the easement terms. No construction schedule or final easement language was finalized at the meeting; staff will coordinate terms with Cobb County and return with final documents as needed.
