City staff told the council that the city received a $2,000,000 grant through congressional appropriations that was routed through the Georgia Department of Transportation (GDOT) and that Cobb County must perform Project Development Procedures (PDP) work the city cannot perform. A framework agreement would have Cobb County oversee the state-level grant requirements and communicate back to the city and state.
The presentation noted a $500,000 city match (25 percent) required as part of the grant. Staff characterized the framework as a mechanism for the county to provide required guidance and PDP work that GDOT is requiring and the city is unable to satisfy on its own. Council moved the framework agreement to the consent agenda for formal approval.
